ANNEX: BACKGROUND INFORMATION
BASELINE SURVEY DATA COLLECTION FOR THE WESTERN REGION COASTAL FOUNDATION
Summary: The Western Region Coastal Foundation (WRCF) programme seeks an organization to collect baseline data on citizen perceptions and socio-economic data through a representative face to face survey of households in the six coastal districts in the Western region of Ghana. Although this request for proposal covers only one round of data collection, it is envisioned that another 1-2 rounds of data collection will be required.
The main objective of the survey is to provide reliable baseline information on poverty, household income, employment, citizen perceptions of political stability, citizen perceptions of Oil, Gas and Power operations, local government, access to social services and inequality in the six coastal districts of Western Region of Ghana. This information will be used as benchmark against which changes and progress of achievements can be measured and evaluated, using variable indicators presented in the Project Results Framework during project implementation.

The organization is required to provide a budget for conducting the activities as noted in this RFP scope of work.
The WRCF has yet to make a final determination as to the sample sizes and survey lengths required for the baseline and midline surveys will take. Costings received by interested organizations will contribute into this decision. Therefore, organizations should be prepared to deliver and should prepare budgets, for the following options.
Option 1: Delivery of 680 total household surveys, 45 minutes in length, across six districts
Option 2: Delivery of 1200 total household surveys of 45 minutes in length (200 per district)
Option 3: Delivery of 1200 total household surveys of 90 minutes in length (200 per district)

IMPORTANT: if organizations propose using electronic equipment, ie tablets or smartphones, they must state whether it this will be provided by the organization or it will need to be purchased as part of the budget.

WRCF envisages that the baseline studies should be completed within a period of 60 calendar days from signing the contract. The WRCF currently expects the assignment to be completed by July 2016.
The selected organization will be required to submit monthly progress reports. Progress reports should be aligned to the approval implementation plan for this assignment.
