MINISTRY OF FINANCE AND ECONOMIC PLANNING: GHANA EXTRACTIVE INDUSTRIES TRANSPARENCY INITIATIVE(GHEITI)

    The Ghana Extractive Industries Transparency Initiative (GHE1TI) Secretariat of the Ministry of Finance invites firms to express their interest to undertake a scoping study on the incorporation of artisanal and small scale mining in Ghana’s Extractive Industries Transparency Initiative (EITI) audit and reconciliation reports.

    Despite the significant output of the artisanal and small-scale miners (ASMs) they do not pay royalties to the state as required by law. It is also doubtful whether they meet other statutory obligations to the state. However, there are reports that some District Assemblies and Traditional Authorities levy the ASMs operating in their jurisdiction, while traditional authorities and land owners impose various local taxes on minerals produced on their lands

    Given the foregoing challenges, .the GHEITI intends to apply part of its 2013 budget allocation to conduct a preliminary study into the potential for covering ASMs in its reports.

    Objective of the Study
    The main objective of the assignment is to conduct preliminary studies into the possibility and challenges of including small-scale mining in the GHEITI process.

    Scope of Work
    The assignment seeks to engage the services of a Consulting Firm to undertake the assignment indicated below:
    1. Establish the number of ASMs, both licensed and unlicensed in the country.
    2. Estimate the population density of ASMs in different parts of the country.
    3. Establish the annual output and corresponding revenue of ASMs in the years 2007 to 2011.
    4. Establish the reporting relationship between licensed and unlicensed ASMs and the Minerals Commission (if any) and the issues which these reports cover.
    5. Establish the relationship between ASMs and Licensed minerals buying companies registered by the Minerals Commission and the possible tracking of purchases by Licenced Buyers from ASMs.
    6. Establish the relationship between the licensed minerals buying companies and the Minerals Commission.
    7. Establish the operations of licensed mineral buying agents of the PMMC and other Licensed Buying Companies to ascertain whether or not they perform their functions in accordance with the terms of those agreements
    8. Ascertain the nature and frequency of payments ASMs make to land owners and
    Traditional Authorities as well as MMDAs in whose jurisdiction they work.
    9. Establish the reporting relationship between licensed ASMs and the respective
    MMDAs (if any) and the issues which these reports cover.
    10. Explore the possibility of levying royalty and statutory imposts on ASMs’ production.
    11.  Assess the readiness of ASM to join GHEITI
    12. Establish the reporting relationship between licensed ASMs and the Ghana Revenue Authority, the Environmental Protection Agency and any other State Agency (if any) and the issues which these reports cover.
    13. Suggest a roadmap and strategy for drawing in ASM into the EITI
    14. Any other information that will be useful in understanding and appreciating ASMs’ revenue and payment flows and how to cover them under Ghana’s EITI reporting.

    Firms will be selected in accordance with the procedures set out in the Public Procurement Act 2003 (Act 663).

    A Firm will be selected in accordance with Quality and Cost Based Selection Method.

    Who should apply
    Interested Consultants must provide information indicating that they are qualified to perform the services including brochures, description of similar assignments, availability of appropriate skills and detailed CVs of key personnel.

    In addition, the Consultant must show the following:

    • Specialised expertise in Mining and the EITI process
    • ; Profound knowledge of the Ghana EITI reports; and
    • Skill in research
    • Ability to communicate effectively

    The closing date and time for the submission of the Expression of Interest (EOI) is 23rd September, 2013 at 17:00 hours.

    Expression of interest shall be in English and must be delivered in hard copies (one Original and five copies) in a sealed envelope and clearly marked “GHEITI ASM ,Consulting Services” to the address below:
