Oil: Learning from the Uganda experience

  • Uganda, often described as the Pearl of Africa has done well by ensuring that it passes all relevant laws before the start of commercial production of its oil find but it is making mistakes Ghana must learn from. That’s what Kwaku Owusu Peprah has been finding out for Hotline.

    Welcome to the concluding edition of the oil and gas series titled Stained with Oil.

    In this episode I’ll be taking you on a trip to Uganda – the Pearl of Africa – where oil discovery brings lots of hope to many in the landlocked East African country.

    You’ll hear from Members of Parliament, Civil Society Organizations and the people whose daily lives are affected by the onshore oil exploration and drilling activities at their doorstep.

    I’ve also been exploring the key issues and implementation challenges of Ghana’s policy and legal frameworks on oil and gas.

    Both countries, Ghana and Uganda have a lot to learn from each other.

    Ghana is producing from offshore with plans to start onshore exploration soon.

    Waste from the oil production in Ghana is being managed according to international standards at Zeal environmental technologies plant at Nyankrom in the Western Region while in Uganda, the waste is being dumped close to communities without any treatment.

    In Uganda, there seems to be a deliberate attempt by government to delay production until the appropriate laws are in place to govern the sector whereas Ghana moved towards speedy development and production of the Jubilee fields when before passing all the relevant laws for the sector.
