    REQUEST FOR EXPRESSION OF INTEREST
    CONSULTING SERVICES –REVIEW OF GNPC HEALTH, SAFETY, ENVIRONMENT (HSE) MANAGEMENT SYSTEM
    Background
    Ghana National Petroleum Corporation (GNPC )is seeking  to contract a suitably qualified  and experienced  consultant  to undertake  a Health  Safety  and Environment (HSE) Management  System review , including a gap analysis and make  recommendation for HSE documentation and processes developed compliance FOR THE OF ISO 14001 and OHSAS 18001 management standards.
    Terms  of Reference
    I )Determine  the suitability and adequacy, procedures, guidelines, work  instruction, etc.,  developed to support GNPC Operations;
    II) Assess compliance with relevant statutory obligations and Best Industry Practice. Making recommendations for amendments of existing documentation and processes as necessary.
    GNPC now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services.
    QUALIFICATION AND SHORTLISTING CRITERIA
    Consultants will be shortlisted based on experience and handling similar types  of projects/assignments in the development implementation and auditing of HSE management system. Consultant that meets the Criteria as stated below, are encouraged to express interest:
    The following are the minimum qualifications and experience expected of the consultant:
    i)Relevant  Health ,Safety and Environment qualification;
    ii) Extensive experience working on petroleum  industry related programme at least 7 years of experience as a consultant in the fields of health , safety and or  environment or a management;
    iii) Demonstrated experience in reviewing HSE DOCUMENTATION RELEVANT TO THE INTERNATIONAL DEVELOPMENT SECTOR;
    IV) Knowledge of legal requirement governing the upstream petroleum operation in Ghana.
    v) Experience in dealing with health and safety issues in across-cultural environment;
    vi)Proficiency in English(Writing and speaking).
    In addition to the above , the prospective service provider must show evidence of the following statutory documents:
    1. Certification  of incorporation
    2. Certificate to Commence Business
    3. SSNIT  Certificate(Where applicable)
    4. GRA  clearance Certificate
    Response to the above criteria shall be used to evaluate prospective consultants for shortlisting.
    Shortlisting firms shall be issued with Request for Proposal, (Document in accordance with the provisions in the Public Procurement Act, AND 2003(ACT 663) as amended in the Amendment Act 2016(ACT914)of the Republic of Ghana.
    Submission of EOI
    Completed Expression of interested of Interest shall be clearly marked: EOI-‘’Health ,Safety and Environment (HSE)Management System’’,are to be submitted to GNPC BY 12:00pm GMT, 4th  December 2017 Completed Expressions of interested shall be  submitted to:
