    Programme background

The Ghana Oil and Gas for Inclusive Growth (GOGIG) programme seeks to deliver the G8-Ghana partnership on Extractives launched by the President of Ghana and the Prime Minister of the United Kingdom in June 2013. The five-year programme which is funded by the UK Department for International Development (DFID) begun in December 2014 and will end in December 2019.

The overall goal is “inclusive economic growth and poverty reduction (through a well-managed oil & gas sector)”. The programme is working to achieve its outcome of “effective management of oil and gas resourcesthrough the delivery of the following four inter-related outputs:

    • Regulatory mandate and policy coherence of the oil and gas sector enhanced: clear policy, robust legislation and an effective and accountable regulatory body are necessary prerequisites to regulate private sector operations, and ensure the best possible development progress is achieved from the use of natural resources.
    • Improved systems of oil and gas revenue capture: are critical to maximise direct benefits from the oil and gas sector. The Government’s ability to do so will depend on the clarity of the fiscal regime and the technical capacity of authorities to collect tax revenues.
    • Improved oil and gas revenue management: is important to ensure transparency and avoid adverse macroeconomic consequences associated with natural resources windfall gains, such as drawing too heavily on revenues in times of high oil prices to meet budget deficits, and avoid the so-called Dutch Disease (large inflows of revenue associated with the resources extraction leads to an appreciation of the real exchange).
    • Oil and gas sector oversight enhanced: is critical to put the necessary pressure on government to precipitate change in more contentious areas for reform. It requires strong linkages and inputs from outputs 1-3 so that actors’ can create an agenda for holding government to account.
