    SPECIFIC PROCUREMENT NOTICE

    Procurement of individual Consultant Services

    Installation of an Outage Management System (OMS)/Advanced Distribution Management System (ADMS)

    Ref: 5150100/LOI/SIC/04/18

    1. The Republic of Ghana and the United States of America acting through  the Millennium Challenge  Corporation (“MCC’’) have entered into a Millennium Challenge Compact on August 5, 2014 under which  MCC provide funding to the Government of Ghana (the “Government”), in an amount  not to exceed Four Hundred and Ninety Eight Million, Two Hundred Thousand United States Dollars (US$ 498,200,000) (“MCC Funding”) to facilitate  poverty  reduction through economic  growth (the “Compact”). Pursuant to the terms of the  Compact, the Government  committed to provide  funding as a Government  contribution to support  implementation of the Compact  in an amount  equal to no less than seven  and one–half percent (7.5%) of the amount of funding provided by MCC in the Compact  (the “Government Contribution”)
    2. The Government of Ghana (“GoG”), acting through  the Millennium Development Authority (“MiDA”or “MCA Entity”), intends  to apply a portion  of the MCC Funding  to eligible payments  under a contract for which  this Request  for Proposal (“REP”) is issued.  Any  payments made  by the MCA  Entity under the proposed contract  will be subject, in all respects, to the terms and conditions  of the  Compact and related documents, including restrictions  on the use and distribution  of MCC Funding. No party other than the government and the MCA Entity shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The Compact and  its related documents can be found on MCC website (mcc.gov) and on the website  of the MCA Entity.
    3. The goal of the Compact programme is to reduce poverty through economic  growth in Ghana. The objectives of the Compact programme are to:
    • Increase private sector investment and productivity and profitability of micro, small, medium and large scale businesses
    • Increase employment opportunities for men and women; and
    • Raise earning potential from self employment and improved outcomes for men and women.
    1. The Programme consists of six (6) projects: (i) the ECG Financial and Operational Turnaround  Project; (ii) the NEDCo Financial and Operational Turnaround Project; (iii) the Regulatory Strengthening and Capacity-Building Project; (iv) the Access Project; (v) the Power Generation Sector Improvement Project; and (vi) the  Energy  Efficiency and Demand  Side Management Project.

    MCC’s assistance will be provided in a manner  that responds to constraints to economic growth by aiming to improve the reliability and quality of power in Ghana.

    The Compact  Programme will be executed over a  period of  five (5) years upon Entry  into Force (EIF) of the  Compact on 6thSeptember, 2016.

    This LOI follows the General Procurement  Notice that appeared in dgMarket and UNDBOnline on 14thMarch, 2018, the MiDA  website www.mida.gov.ghon 14thMarch 2018, and local  newspapers, Daily Graphic on 19thMarch, Ghanaian Timeson 23rdMarch and  Business & Times on 27thMarch, 2018.

    Summary of Services:

    MiDA is seeking to award a contract to an Individual Consultantto undertake Detailed Studies, Prepare Specifications and Price Schedules for OMS; Assist  with Procurement  of OMS Supplier and Supervise the implementation of an Outage Management System (OMS)/Advanced Distribution Management  System (ADMS)for Electricity  Company  of Ghana Limited.

    The location of the Assignment is Accra, Ghana. The estimated number of person-weeks for the assignment is 60 person-week over a period of 74 weeks for the Base Contract, and 26 person-weeks over a period of 54 weeks for the Option Period (if exercised).

    The required qualification for the individual Consultant to be considered are indicated in the Terms of Reference as below. Please refer to the Terms of Reference for full details but among other requirements, these qualifications include:

    Category of consultant    

    • OMS Specialist

    Educational Qualification

    • Bachelors’ degree qualification
    • Relatedprofessional certification

    Relevant Fields for Education and Professional Certification

    • Electrical/Mechanical/Computer Engineering.

    Work Experience Relevant to the Assignment

    • 7 years’ experience in Engineering, Information Technology focusing on multi OMS modules, SCADA solutions as either a consultant or customer.
    • 7 years’ general experience in providing supervision, developing readiness and organizational change management, training material, preparing cost estimates in relation to OMS applications.
    • 7 years’ experience in analyzing and understanding IT/OT (Operational Technologies) systems strengths and weaknesses of the client.
    • 7years’ experience of business unit(s) and IT infrastructure and various software applications/ systems, data management, capabilities and functionalities (reference must be made to the roles in specific projects and the software/system applications used).

    Experience in working in a developing country

    • Experience in the implementation of any operational Technology (SCADA, GIS or working within Electric Utilities) in a developing country within the past 5 years.

    The  Individual Consultant  will be selected under the  Selection of Individual Consultant (SIC) method, the  evaluation procedure for which  is described in accordance with the  “MCC Programme Procurement Guidelines’’ which are provided on the MCC website:

    www.mcc.govand on the MiDA website: www.mida.gov.gh. The Individual Consultant will also have to submit their proposed Approach, Methodology and Work Plan for the assignment which is in addition to the normal process.

    Application Procedure:

    Prospective Individual Consultants interested in submitting  an Application should send an e-mail, giving  full contact details (name, physical and postal address, telephone and mobile numbers, and email address(es)), to the MiDA Procurement Agent at paghana@charleskendall.com. Before applying interested consultants should review the Terms of Reference, which are in the Letter of Invitation(LOI) Document. The LOI will be issued an application to the MiDA Procurement Agent at paghana@charleskendall.com

    Interested Individual Consultant  are requested to submit their Application in a sealed envelope which  should include:

    • An Application/ Cover Letter (Format in Section 2) to be considered for the assignment, evidence date ofavailability;
    • A current CV (Format in Section 3) showing the minimum requirements described above and in compliance with the attached TOR, contact details (i.e address, telephone and fax numbers, e-mail address website, etc.);
    • At least three references that can comment on the Consultant ‘s related work experience;
    • The proposed Approached, Methodology and Work Plan on no more than 10 pages  (Format  in Section 4)
    • The Consultantmust  very  clearly and explicitly address the requirement s to evidence past work  experience that demonstrates each of the required qualifications and clearly illustrates their  capability to  successfully perform each of the tasks described in the TOR.

    No Financial information whatsoever should be included in the Technical offer.

    Before applying, interested Individual Consultants should review the Terms of Reference (Format in Section 5) which describes  the assignment in detail and associated evaluation criteria.

    The selected Individual consultant will sign a contract (Format Section 6) on the basis of a lump sum fee inclusive of expenses.

    The Application shall be submitted in a sealed envelope clearly marked with the name of the Individual Consultant submitting the Application, along with the Activity Title and Reference. The sealed envelope  should  be clearly marked “Application” and contain the Application  in four (4) copies, being one (1) signed original and three (3) copies .

    Deadline for submission of responses is 30thMay, 2018at 15:00 Hours Local Ghana Time. Electronic submission is not allowed.

    A Public opening will be held in MiDA immediately following the submission date and time stated above.

    Interested Consultant are strongly advised to read all sections  of the LOI document, including  the Terms of Reference and the Form of Contract, and to seek clarification as necessary  within the timelines specified above during the solicitation period for this  procurement. MiDA and MCC shall not entertain any requests for changes to this document subsequent to the submission of the Application.
