    REQUEST FOR EXPRESSION OF INTEREST (EOI)

    CONSULTANCY SERVICES FOR REVIEW OF THE DEVELOPMENT AND DEPLOYMENT OF

    ENTERPRISE RELATIONAL DATABASE MANAGEMENT SYSTEM (ERDMS)

    EXTENSION OF DEADLINE

    1. The National Petroleum Authority (NPA) intends to apply part of its Internally Generated Funds (IGF) to carry out a review of the Deployment of its Enterprise Relational Database Management System (ERDMS).
    2. The NPA now requests for expression of interest from eligible, experienced and professional Information, Communication and Technology (ICT) Firms/Consultants that are registered in Ghana per the Registrar General’s Regulations and in the position to provide ICT Services.
    3. The assignment is to provide Management with an independent professional view on the Development of the EDRMS.

     

    1. The scope of services required for the assignment includes but not limited to the following:
    2. Analyze and advise on the Authority’s IT Systems and Structure on how computer systems, software, data and security work within the Authority eg. Information Security;
    3. Analysis, web development, computer network architecture, computer systems analysis etc;
    • Reviewthe ERDMS with respect to the initial Terms of Reference (TOR) of the project;
    1. Audit the ERDMS setup for compliance with best industry practices and security standards;
    2. Prepare TOR for the integration of the ERDMS with BRV Tracking System and depots/retail outlets stock monitoring systems; and
    3. Liaise with the Service Provider for resolution of challenges encountered by users of the ERDMS.

    Mandatory Requirements:

    1. Interest Firms/Consultants must provide as part of their EOI:
    2. Name of Company
    3. Nature of Core Business
    • Documentary evidence to support the following:
    1. Proof of required licensing and professional registration(s) from recognised professional body or bodies where necessary
    2. Evidence and experience of similar assignments executed in the three (3) years (Name of Client, Scope of  Services, Value of Contract, Year Executed, etc to be stated);
    3. Technicaland Managerial ability of company evidenced by summarized CVs of proposed staff for  the assignment;
    4. Basicoutline of how assignments will be executed;

     

    1. Additional requirement include:
    2. Valid Business Registration and Incorporation Certificates;
    3. Valid VAT Registration Certificates;
    4. Valid Tax Clearance Certificate
    5. Valid IRS Income Tax Clearance Certificate;
    6. ValidSSNIT Clearance  Certificate
    7. Evidence of PPA Centralized Database Registration (Companies who wish to do business with any Government institution are required by the PPA to register its Company at PPA and acquire a certificate upon registration).

    Notes:

    1. Firms /Consultant will be shortlisted/selected in accordance with the listed requirement  and requirements/procedures set out in the Public Procurement Act, 2003, (Act 663) as amended and in  the Guidelines of the Procurement Act, 2003 (Act 663) of the  Republic  of Ghana.
    2. EligibleFirms/consultants must submit one (1) original and four  (4) copies of the each  EOI and supplementary documents, all in English, and clearly marked “EOI FOR THE REVIEW OF THE DEVELOPMENT AND DEPLOYMENT OF ERDMS’’and must be delivered at or  before 2:00pm, Wednesday, 31stOctober, 2018 to the address below. A submission form must be signed at the time an EOI is submitted by a representative of a company/Organisation.
    3. Only shortlisted Firms will be invited for the second stage of the procurement process (Request for Proposal) leading to a final selection of the successful Service Provider.
