    Solicitation of Information from the General Public:

    2019 Annual Report

    The Public Interest and Accountability Committee (PIAC) is a citizen-led body established under Section 51 of the Petroleum Revenue Management (PRMA) Act (Act 815), as amended by Act 893 to provide an independent oversight of the collection, allocation and utilization of Ghana’s petroleum revenues. The accountability institution has a three-fold mandate to:

    1. Monitor and evaluate compliance with the Act by government and relevant institutions in the management and use of petroleum revenues and investments;
    2. Provide space and platform for the public to debate on whether spending prospects, management and use of revenues conform to development priorities as provided under Section 21(3); and
    3. Provide independent assessment on the management and use of petroleum revenues to assist Parliament and the Executive in the oversight and the performance of related functions.

    PIAC is required by Act 815 to produce two separate and independent assessments in the form of reports (a semi-annual and an annual) on how efficient, transparent and accountable petroleum revenues are managed and used by government and relevant institutions. These reports are shared with the Presidency, Parliament and relevant stakeholders.

    The data sources  for these reports are called for by PIAC primarily from the following stakeholders: the Ministry of Finance (MoF), Ministry of Energy (MoEn), Bank of Ghana (BoG), Petroleum Commission (PC), Energy Commission (EC), Ghana National Petroleum Corporation (GNPC), Ghana National Gas Company (GNGC), Ghana Infrastructure Investment Fund (GIIF), Ghana Revenue Authority (GRA) and the international Oil companies (IOCs).

    As part of the Committee’s continuous effort to diversify the data sources and include the citizenry in the reporting process; and in order to make their views and suggestions reflect the final report, PIAC by this notice would like to inform the general public of the compilation of its 2019 Annual Report on the management and use of petroleum revenues and related matters in 2019.

    The public is hereby invited to send in comments, concerns, recommendation and general information for the compilation of this Report.
