PNC has best plans for oil sector – poll

    A POLL conducted by the Civil Society Platform on Oil and Gas has named the Peoples’ National Convention (PNC) as having the best complement of policies and programmes for Ghana’s oil and gas sector.

    The party polled the highest total average score of 9.81 representing a total percentage of 65 per cent.

    The Convention Peoples Party (CPP), the New Patriotic Party (NPP) and National Democratic Congress (NDC) placed second, third and fourth respectively.

    The poll was conducted along three categories identified as key areas where Ghana has had the greatest challenge its oil and gas sector.

    In the run-up to this year’s elections, the Platform together with other Civil Society Organisations (CSOs) and Think Tanks have been working to ensure that oil and gas featured prominently in electoral discourses.

    Political parties have been engaged by CSOs to obtain from them their policy responses on oil and gas and to get them to appreciate the sector’s challenges.

    Disclosing the results of the poll in Accra on Monday, Member of the Technical Advisory Committee of the Platform, Dr Emmanuel Tenkorang said it was gratifying that all the political parties whose manifestoes were reviewed seemed to appreciate the threat of the Dutch Disease and the resource curse.

    On addressing gaps and inadequacies in the governance of the oil and gas sector, the poll named the PNC as having the best proposals. The party polled an average score of 3.8 representing 76%. The CPP followed with an average of 3.14 representing 63% while the New Patriotic Party (NPP) came third with an average score of 3.03 representing 60.6%.

    With integrating of the oil and gas sector into the rest of the economy, the ruling NDC came out with the best proposal with an average score of 3.2 representing 64% , followed  by the NPP with an average score of 3.14 representing 63%. The CPP came third while the PNC took the fourth position.

    In the category related to poor spending of oil revenues, the CPP had the best proposal, polling an average score of 3.49 representing 74%.

    The Platform urged whichever party that forms the next government to find a way of pulling together ideas from the other parties to enhance its policies and programmes.

    Speaking to The Finder after publishing the results of the poll, Co-Chair of the Platform, Dr Steve Manteaw, regretted that almost 10 years after oil discovery Ghana still didn’t have the full complement of policies, laws and regulations to manage the sector.
