    INTERNATIONAL COMPETITIVE BIDDING

    1.This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 292457 of 24th November, 2010

    2.The Government of Ghana has received a credit from the International Development Association toward the cost of the Oil and Gas Capacity Building Project (OGCBP), and it intends to apply part of the proceeds of this credit to payments under the Contracts for the Procurement of Petroleum Laboratory Goods & Equipment for Kwame Nkrumah University of Science & Technology (KNUST) in Kumasi. KNUST, a beneficiary of the OGCBP funds, is to set-up a Petroleum Laboratory to facilitate teaching and training of skilled professionals for the Oil and Gas Industry in Ghana to be financed by the World Bank. Bidding will, therefore, be governed by the World Bank’s eligibility rules and procedures.

    3.The Project Unit of the Oil & Gas Capacity Building Project (OBCBP), on behalf of the Ministry of Energy,now invites sealed bids from eligible and qualified bidders for the following petroleum laboratory goods and equipment.All goods and equipment within the lots are to be delivered within a period not more than 45 days from the date of Contract Effectiveness.

    10 Laboratory Hardware and Safety Equipment

    *Detailed descriptions of the component goods and equipment within each lot, including the required numbers, have been provided in the bidding document.

     

    Bidders may quote for any one lot, a combination of lots or all lots, if they have the supply competence and ability to deliver the respective related services. To be considered responsive, bidders shall quote for all items in the required quantities for each of the lot(s) that they willbid for.  Bids will be evaluated and contracts will be awarded on per lot basis.Bids which do not offer all the items under a selected lot shall be rejected as incomplete.

     

    4.Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants (January 2011) and is open to all bidders from Eligible Source Countries as defined in the Guidelines.5

    6.         Qualifications requirements include:

    (a)          Financial Capability: The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):Annual turnover /volume corresponding to each lot, of at least the amounts indicated in the bidding document. Bidders bidding for more lots shall meet a minimum of the sum of the annual volumes corresponding to the lots selected for bidding, as indicated in the table under Section III (Evaluation and Qualification Criteria, Sub-section 4 (Post Qualification Requirements and (a) Financial Capability

    (b)          Experience and Technical Capacity: The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s): (i)Minimum of 5(five) years relevant experience related to relevant lots for the supply and installation of laboratory goods & equipment and provision of relevant training for the equipment use, as applicable, (ii) the bidder shall provide for each year, the contact information on the Clients to whom the relevant services in the supply and installation of laboratory goods and equipment and training for equipment use were provided, and (iii) professionals providing related technical services for laboratory goods & equipment and training should possess relevant academic and professional qualifications and should have at least 5(five) years experience providing such services.

    (c)     The Bidder shall also furnish documentary evidence to demonstrate that the Goods it offers meet the usage requirements as provided in the Technical Specifications

    A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.

    7.A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the Address 1 below and upon payment of a non refundable fee ofUS$150.00 (One Hundred and Fifty United States Dollars) or its equivalent. The method of payment will be by Bank Draft, certified Cheque or cash payable to the OGCBP Accountant, or by direct deposit to the designated Project Account as follows: Account Name: O&G Interest Account-(USD FGN); Account Number: 001134435189202; Address of Bank: ECOBANK GHANA LIMITED, Seventh Avenue, Ridge West, GPO Accra, Ghana; SWIFT CODE: ECOCGHAC. The Bidding Documents will be sent to foreign bidder upon request through courier service at an additional cost of US$50; for local delivery, the bidding document may be picked up from the Offices of the Oil & Gas Capacity Building Project located on the Ground Floor, Room 011 of the Ministry of Energy Building in Accra

    8.Bids must be delivered to the Address 2 below at or before 10.00GMT on 10 January 2013. Electronic bidding will not be permitted. Late bids will be rejected.  Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the Address 2 below at 10.00GMT on 10January 2013. All bids must be accompanied by a Bid Security of a minimum of 2% of the Bid Price, or an equivalent amount in a freely convertible currency.
