Tanzania: Authority Required to Oversee Oil and Gas Industry

  • oil and gas 17thStakeholders in the gas and oil industry are urging for the establishment of a Content Development and Monitoring Board as one way to ensure Tanzanians benefit from its natural resources.

    A Supply Chain and Local Content Advisor at Smart Spending company, Ms Neema Lugangira Apson told the ‘Daily News on Saturday’ yesterday it was important to control offshore sourcing of technical expertise and that local communities are key in participating in local content.

    ‘Tanzania should establish a separate authority responsible for local content possibly called the Tanzanian Content Development and Monitoring Board, taking in lessons learnt from the Nigerian Content Development and Monitoring Board,” she said.

    She said such an authority would increase indigenous participation in the nation’s oil and gas industry by prescribing, among other things, minimum thresholds in relation to the recruitment of local manpower, utilisation of services and goods as a means of adding value to the country’s economy by stimulating growth of indigenous capacity.

    “A legislation can be set in place so that operators apply for approval for expatriate quotas to government at the Tanzanian Content Development and Monitoring Board,” said Kibuuka Law Chambers Managing Partner Mr Paul Kibuuka. He said the Board’s guidelines would set procedures and requirements for an application for new expatriate quota positions and the extension of existing expatriate quota positions.

    “The guidelines would stipulate supporting documentation required for the application,” he said. Expatriates working in the Nigerian oil and gas sector are among the highest paid in the world, with an average monthly salary of $140, 800 as revealed in a salary survey “Oil and Gas Global Salary Guide 2013,” published by Hays, a global recruitment firm.

    She said such a Board would protect the nation’s fledging oil and gas sector, as a majority of oil and gas exploration companies operating are foreign. With a Local Content Act in place, she said jobs would be created, a transfer of technology and expertise, engineering and fabrication technology development, engagement of indigenous owned vessels and equipment, local capacity building and improved income per capita.

    Investments they can also take part in include exploration, exploitation and drilling activities. Other investments include provision of mobile drilling rigs, production platforms, and facilities supply vessels, and various barges for pipe laying, launching structures and other works.
